Specky hasn't even run a 10 yet let alone a 9 so I can guarantee you were mistaken.
Every run at PV was a 11 sec pass as I like many others was there standing watching them all.

it was on saturday evenin bout 7.30pm the guy on speaker said that was quickest run of the day

That was an 11.9 not a 9.9 I would imagine, so I suspect you misheard him.
Specky has NEVER run a time under 11.3 on any day at any time.
